BEF Latvia, similarly to other BEF organizations, is a legal entity which was established as a non-profit organisation in 2003 as the successor of the technical assistance programme that acted during 1995-2004. Its general goal is to promote the significance of environmental protection, by developing co-operation and dialogue between various institutions and stakeholders, and by increasing their capacities in implementation of environmental management. BEF Latvia develops, implements and actively participates in national and international projects contributing to achievement of the goal of the organisation. It organizes trainings, seminars and expert meetings on the subject matters of environment, management and communication. Organisation aims to promote higher accessibility of information and understanding of the principles of environmental protection in various fields and economic sectors. Since 2003, energy issues have been of high priority on the programme of the organization. The target group has been local authorities and municipal enterprises. Until now several international events on use of energy sources and energy saving measures have been organized, as well as targeted publications on energy and environment related issues have been published. Among the recent ones are: “Increasing energy performance of buildings: European Union policy and good practice examples in municipalities”, 2008 and “Increase of energy efficiency and use of renewable energy sources in municipalities”, 2006 (both in Latvian). BEF Latvia continues facilitating a dialog of the involved stakeholders and organizing trainings and seminars needed for improvement of their professional capacities in the field of energy and environment. Municipalities and municipal enterprises are among primary target groups at the capacity building activities. BEF Latvia is the Coordinator of the INTENSE project and as such takes the overall responsibility for its smooth implementation. It takes over the project management, performs as a country co-ordinator for Latvia and has the co-lead role at WP2 on “Legal preconditions for energy saving measures faced by municipalities”.

The municipal agency of Riga "Riga Energy Agency" with a short title "REA", is a municipal institution established in January 2007 in accordance with the resolution of the Riga City Council and co-financed by the project "Creation of energy management agencies in the BORDEAUX agglomeration (France), City of LATINA (Italy), City of MURCIA (Spain), City of PORTO (Portugal) and City of RIGA (Latvia)"of the European Union programme "Intelligent Energy - Europe".

The objective of the REA is to provide the management and coordination for the development of power supply and increase of energy efficiency in the municipality through elaboration of relevant concepts (for example, heat supply), programmes and projects. Furthermore a key objective of the REA is to provide the citizens of the Latvian capital with information particularly on the issue of energy efficiency.

More precisely the objectives are the following: to update and further develop the development concept for heat supply of Riga; to develop a programme for energy efficiency and to monitor its implementation in an annual overview; to develop Saustainble Energy Action Plan; to establish an information centre for energy efficiency; to participate in the development of legislation and normative acts and to co-operate on national and international level with different supportive groups and stakeholders; to ensure the performance of energy audits; and to develop and distribute publications on energy efficiency and related subjects.

REA it self is the achievement, as it is the first energy agency in Latvia. In two years of existing, REA has accomplished many important steps. Pointing out some of them, REA was the initiator, that Riga City has signed the Covenant of Mayors at the beginning of 2009. REA is appointed to manage all actions concerning implementation of obligations set in the Covenant of Mayors. REA initiates and takes part in international and national projects concerning energy efficiency, especially in buildings and public awareness rising. In 2008 REA has managed to organize in Riga city 21 energy audits of dwellings. Results are published in the brochure “Energy audits of Dwellings - 2008” in REA website. REA has strong communication with Latvian citizens, governmental and non-governmental organizations and institutions, explaining and educating in energy efficiency. [Translate to Lettisch:] Municipality of Cēsis (Latvia)

The municipality of Cesis, represented in this consortium by its Council, is located 90 km North East of the Latvian capital Riga and surrounded by the Gauja National Park. Cesis is one of the oldest and most picturesque medieval towns of Latvia. It claims to be distinct, not only for its geographical location, but also because of the rich cultural and natural heritage and its special place in the Latvian history.

Cesis is town with 19,280 km2 territory and with 18 700 inhabitants. Amongst others the municipal administration is in charge of organising heat energy supplies, maintaining a healthy environment for its citizens, providing support for housing, and the municipality also has to ensure and monitor that building activities are in compliance with the development plans.

In the field of energy efficiency the Council has implemented several projects. Improvement of energy efficiency in education institutions and in the buildings of social agency, insulation of library building – this are major projects implemented during the previous three years. Due to its legal duties to control the building activities on its territory there is sufficient experience available in the field of construction, building and planning. 

Currently the main problems with regard to energy efficiency on the territory of the municipality are: still a low number of houses where energy audits have been carried out; a widely low efficiency of energy in the thermal energy transmission and the thermal energy parts; a lack of knowledge and information among managers of private housing with regard to the topic of energy efficiency. Despite the fact that many issues are still subject to large investments some of the issues shall be addressed during the course of this project.

The specific role of the municipality in this project is to participate actively in all project activities and to function as a communal multiplier among other municipalities in Latvia.
